Jay Oher

President and Founder of
State Tax Consulting Inc.

Jay Oher, CPA, is a recognized leader in the field of sales tax compliance and audit defense. This reputation has been gained through a unique background in accounting and law enforcement. A former New York City Transit Police officer, Jay holds a B.S. degree in Accounting from Brooklyn College.

After receiving his accounting degree, Jay went on to become a Confidential Investigator with the City of New York’s Department of Investigation. In this position he performed many successful financial investigations, helping root out corruption and misconduct by employees and city-funded institutions.

From there Jay became an Agent with the Internal Revenue Service and later went on to serve as a Tax Auditor with the New York State Department of Taxation and Finance. Jay spent over a decade with the New York State Sales Tax Bureau, where he formulated and implemented many innovative audit program initiatives that assisted the State to identify, pursue and recoup tax dollars from the notorious “underground economy.” In addition, Jay served on the Commissioner's Task Force for Petroleum Products. Many of these programs, processes and initiatives remain in use today and have resulted in criminal prosecution of the offenders, as well as recovery of substantial funds for the state.

After working in the government sector, Jay went on to become a Supervisor at PriceWaterhouseCoopers and then Ernst and Young LLP, in their respective state and local tax departments. In these positions he served as each firm’s authority on sales and use tax.

Following his “big six” firm experience, Jay opened his own accounting firm with offices in New York City and Long Island, New York. Jay subsequently founded and now heads up State Tax Consulting Inc., a firm devoted to providing consulting services.

Jay is a licensed CPA in the State of New York, an Associate in the Association of Certified Fraud Examiners and a member of the AICPA and NYS Society of CPAs. He also serves as a technical advisor to the Nassau Chapter of the NYS Society of CPAs on State and Local Tax matters.

Mr. Oher is a respected professional who regularly authors articles for professional publications and presents lectures to accounting professionals and fraud investigators.
